It occurred to me that it may actually be easier to be in a good punk band than a truly bad one. You would actually have to work at it, I bet. So what bands would qualify as trying too hard to be a punk band and failing miserably for our schadenfreude enjoyment?

The problem with answering this in the current climate is that, uhh, there is really very few punk bands. Most of the bands out there that I'd actually describe as "punk" are better than most of the other shit that's available and/or popular today.

Was listening back to SNFU's first album recently (used to love Cannibal Cafe as a kid) and it sounded pretty bad. Most of Penetration I don't like. Bad Religion after the first album.
Probably a lot more fun if you kept this pre-87 or something, but Fifteen was pretty bad. Tilt.

I dont know about that. If a band cant pull off decent punk rock, they are either :
a) extremely inproficient at playing their instruments to the point of just sound truly shitty(not "punk" shitty).
b) Have too much ability/talent to the point of sounding contrived and douchey
c)putting too much thought into their chord progressions and now sound like a punk band covering prog
d)just in it to make a quick buck
Either way, they are working too hard at the art of douchbaggery and therefore deserve some hate.

Its a lot harder to pull off greatness within the usual confines of "punk."
Yes anyone can do it, but not everyone should which is why most punk bands are mediocre (which is actually worse than just plain "shitty".)
Punk is my favorite kind of music, but the majority of what falls under the realm punk is some of the worst music ever.
