I'm thinking West Coast, but open to whatever, including wherever.

What are cities with tons of rad people and reasonable housing?

Tour 8 months/year.
Take a badass job.
Live in a house with a porch.
Live in a geodesic dome.
Do drugs with legal immunity.
NOT DOWN TO...
Have a boss with a faux hawk.
Have to drive everywhere.
Never see good shows.
Endure ultra-harsh climates.
Get my ass kicked at the gas station.

I moved to the Triangle in NC recently, and when I was looking for a place to live, there was always a woman posting craigslist ads to live with her in a geodesic dome. She only wanted to live with another woman, though. :(
Not sure if the Triangle would be your scene, though, you need a car, and I don't really have a good feel for the attitude toward drugs, but it's definitely nothing like the west coast. Lots of good shows and generally low cost of living, though.

drug immunity? you can buy weed in stores.
geodesic domes? see above.
punk/hardcore bands looking for someone to fill in for a tour? i can see it
jobs (badass or not). probably not many
porches and backyards? absolutely
rent? cheap (by west coast standards)
climate? a little moldy but not xtreme
gettin yer ass kicked? you'll probably be one of the scarier people in town

bands come thru from time to time, + a clique-y "locals" scene
note: i have not lived nor worked there
just seems to fit your criteria
seattle/portland/bay area = too expensive, noooooo000ooo jobs
tacoma = no jobs, no shows, you may be wise to fear the gas station. i will probably wind up there when the amazonification of seattle is complete

Im in tucson, its only "fresh" if by that you mean you are asian and are commenting on what burns.

CURRENTLY SEEKING SPIRITUAL SHELTER AND DRUGS
Some people contacted me from my post. Thank you. I might be seeing yo azz. Three quick points to make:
1. I've gone insane and am now living in my automobile. Traveling through TEJAS at the moment. Traveling through AZ, NM, CO, UT, NV, CA, OR + WA in the coming months (01/2015 - 06/2015). Wherever it's warm and not shitty.
2. Writing songs in the woods and taking up smoking crack and learning how to make fire and seeing shows and hanging with cool people. Be in my band!
3.
