I feel like in both of these examples the minority race is being celebrated and empowered - in the Meat Puppets song, the 'little negro' is rejecting American culture in favor of his own, and in 'Brown Sugar' the slave owner is a slave in his own way to the awesome power of a black woman's sexuality. If anything, the biggest cultural sensitivity faux pas here is unfortunate word choices. That said, I'm a white dude who likes both bands a lot so I might not be as conscious of offensiveness in these lyrics as a black person (or a woman of any race) might be.
