If the first Ramones album is off the table I would go with Rocket to Russia.
I think I don't like a lot of punk albums but the ones I like I love. Maybe Misfits "Beware." Milo Goes to College is one of my favorite punk albums, but I wouldn't recommend that as the ONE album.
