Sorry, I kind of skipped ahead.  There is no belt on this model as it is an idler.  If it isn't moving, the motor is probably gunked up or the idler isn't hitting the spindle.  I've got a similar one (1019).  Lots of mechanical moving parts and failure points in these as Collector Scum pointed out but once they are serviced they run forever.

If it is an automatic Dual with an idler, you want to lock the tone arm and hit start.  That will knock it through it's cycle and make it reset.

There could also be a screw near the arm that locks it for transportation.  Lots of german tables have this "feature"
