I was in Estonia last year and found this cd/dvd store by the train station.  I asked the kid at the counter for something "punk", seeing as there was lots of accordions on the covers.  He looked around the back and grabbed a few, one being GrOb, and the other two I can't remember off hand.  I know one was the "Iron Maiden" of Russia and the other was a newer band that was pretty gothic.  That GrOb cd does say "Not for sale outside of Russia" or something to that extent.

I work for Canada Post as a sorter.  Most of the packages are rarely looked at (except for city and address, of course), and I've seen records just tossed.  No one has ever intentionally tried to break something that says "Fragile" though. 
I always place record packages aside, and place them on the top of the other packages.  I know how I want MY records to arrive, so I assume that others don't want their records to arrive broken either.
My carrier puts my records in my front porch.  I don't know if they do this at all their houses, or just mine because I work with her.

Do they take heed? I have been told, by postal people, that
A. They ignore what is written on packages
B. They pay attention
C. Depends on the carrier
My thought is that they tend to ignore fragile, but dont ignore keep out of direct sun or do not bend. Of course there are exceptions.
